With regards to non-human intelligence and our ability to notice it, may I point you towards Ted Chiang's "The great silence" (available online for free at https://electricliterature.com/the-great-silence-by-ted-chiang/)? It's about parrots and it is very, very good.

The voice of a dragon when not mimicing will likely have a vast range of infrasonic boom to it that humans cannot hear but perhaps feel in their guts (adding to the feel of dread). Like the calls of Giraffes. And have you heard an ostrich roar? I have at the zoo once and at first we thought that sound was coming from the lions...
